We propose to develop and deploy a Meter Data Management (MDM) Platform for HPL Electric & Power
that completes your Advanced Metering Infrastructure (AMI) stack. This platform will integrate seamlessly with
your existing Head End System (HES) and smart meters, providing the missing layer between raw meter data and
actionable intelligence for DISCOMs and end consumers.

Project Scope
Complete MDM platform development with VEE, analytics, forecasting, revenue protection, and DISCOM-ready reporting modules.
Your AMI Stack Today
HPL Smart Meters + HPL Head End System + HPL Mobile App. Missing: MDM - the intelligence layer.
Complete AMI offering positions HPL alongside Genus Power and Secure Meters with full-stack capability.
02
The Market Opportunity
India's RDSS (Revamped Distribution Sector Scheme) targets deployment of 25 crore (250 million)
smart meters by 2026. HPL Electric, with a ₹3,400 Cr order book and market leadership in
smart metering, is positioned to capture significant share. However, the full value lies in offering a
complete AMI solution - not just meters.
⚠ Current Gap in HPL's AMI Stack
No in-house MDM - DISCOMs must source MDM separately
Incomplete offering - Competitors like Genus offer end-to-end solutions
Regulatory pressure - 100% local content mandate from Jan 2025 for MDM/HES
Lost upsell opportunity - Third-party MDM captures ongoing revenue
Integration complexity - DISCOMs struggle with multi-vendor AMI stacks
✓ What MDM Completes for HPL
Full AMI stack - Meters + HES + MDM = Complete solution
Single vendor advantage - DISCOMs prefer integrated offerings
Recurring revenue - AMC and license fees from MDM
Competitive parity - Match Genus Power's full-stack capability
Value addition - Analytics and AI differentiate HPL's offering

Our Solution: MDM Platform
We will build a complete Meter Data Management platform tailored to Indian smart metering
requirements, fully compliant with RDSS specifications, and designed to integrate seamlessly with HPL's
existing HES. Powered by our FluxAI analytics engine, it goes beyond basic data management
to deliver predictive insights and intelligent automation.
HPL HES Connector - Native integration with your HES
REST APIs - Standard APIs for third-party systems
Billing Integration - Push data to billing systems
CRM Integration - Customer data synchronization
SCADA/DMS - Grid operations data exchange
Mobile SDK - Extend to HPL mobile app
04
How It Works
The MDM platform sits between HPL's Head End System and downstream applications, transforming raw meter
data into validated, enriched, and actionable information.
1
Data Ingestion
HES pushes meter readings, events, and alarms to MDM via secure APIs
2
VEE Processing
Data is validated, estimated (if missing), and edited per business rules
Alerts triggered, reports generated, data pushed to billing/CRM
Result: DISCOMs get validated, enriched meter data ready for billing, analytics, and regulatory reporting - all from HPL's integrated AMI stack.
05
Deployment Options
The MDM platform can be deployed based on DISCOM requirements and HPL's go-to-market strategy:
☁ Cloud (SaaS)
Best for: Quick deployment, multi-DISCOM hosting
Hosted on AWS/Azure India regions
HPL manages infrastructure
Per-meter monthly pricing to DISCOMs
Automatic updates and scaling
99.9% SLA uptime
🏢 On-Premise
Best for: DISCOMs with data sovereignty requirements
Deployed in DISCOM's data center
Complete data control
One-time license + AMC model
HPL provides implementation support
Local team training included
🛡 Hybrid
Best for: Sensitive data on-prem, analytics in cloud
Core MDM on-premise
FluxAI analytics in cloud
Secure data pipeline
Best of both worlds
Flexible commercial model
